Victim Segment (Level 4)

 

The NIBRS Victim segment captures additional information about each of up to 999 victims related to an incident report. The additional NIBRS fields for a victim are accessible by selecting the NIBR option on the "Persons" page of the Incident module. This will activate the NIBRS data panel. Note that the NIBR option will only appear when a person has an Involvement code of Victim or Suspect. The data fields presented differ for Victims and Suspects. This help topic only describes the fields associated with Victims. Read Offender Segment (Level 5) for information of NIBRS related fields for Suspects. Also note that the NIBR option will not be accessible until the "CrimeStar NIBRS Offense Supplement Page" has been completed.

 

The additional data fields captured for Incident Victims are as follows:

 

Sequence # : This is a REQUIRED field. It should a number from 1 to 999 that uniquely identifies this victim from all other victims. This number will be used to associate this victims relationship with suspects.

 

Victim Type: This is a REQUIRED field. This field identifies the type of victim. If the Victim Type is "I" (Individual) other required victim related data fields would be activated.

 

Age: This field is conditionally required if the Victim Type field is coded as "I" (Individual). It is used to indicate the AGE of the victim.

 

Sex: This field is conditionally required if the Victim Type field is coded as "I" (Individual). It is used to indicate the SEX of the victim.

 

Race: This field is conditionally required if the Victim Type field is coded as "I" (Individual). It is used to indicate the race of the victim.

 

Ethnicity: This field is conditionally required if the Victim Type field is coded as "I" (Individual). It is used to indicate the Ethnic Origin of the victim.

 

Resident Status: This field is conditionally required if the Victim Type field is coded as "I" (Individual). It is used to indicate the Resident Status of the victim.

 

Offense: This field is conditionally required if the Victim Type field is coded as "I" (Individual). It is used to indicate which offenses (represented by the NIBRS Classification Codes) this subject was a victim of. The only NIBRS Classification Codes that will appear in this list are those that were selected on the NIBRS Offense Supplement Page

 

Circumstances #1: This field is conditionally required if the Victim Type field is coded as "I" (Individual) and one or more of the offenses related to this victim is:

 

13A = Aggravated Assault

09A = Murder and Non-negligent Manslaughter

09B = Negligent Homicide

09C = Justifiable Homicide

 

Circumstance #2: Same as above.

 

Justifiable Homicide Circumstances: The NIBRS Justifiable Homicide Circumstances field is required only when the NIBRS Victim Type code is "I" (Individual) and the Individual was a victim of a crime classified with "09C" Justifiable Homicide.

 

Injury: The NIBRS Injury field is required only when the NIBRS Victim Type code is "I" (Individual) and the Individual was a victim of a specific crime or crimes.

 

Victim Relationship with Offender: The NIBRS Victim Relationship with Offender field is required only when the NIBRS Victim Type code is "I" (Individual) and the Individual was a victim of certain NIBRS crime classifications. This series of 10 represents each of up to 10 different offenders. Using the appropriate field to represent the offender sequence # indicate the relation between this victim and that offender.

 

Example: An incident has 1 victim and 3 offenders. The offender represented by sequence #1 was an Acquaintance of the victim and the offender represented by sequence #3 was unknown to the victim. The Victim Relationship fields would be completed as follows:

 

Rel #1 = AQ (Offender #1 Acquaintance)

Rel #2 (left blank)=

Rel #3 = ST (Offender # 3 Stranger)

Rel #4, thru Rel #10 (left blank)
