The Administrative segment is a data record that is produced to serve as the header or master record that all other segment records are linked to during the electronic submission of NIBRS data. CrimeStar creates this administrative record internally and adds it to the data file when NIBRS segment records are written to the Magnetic Media that is submitted. No specific user interaction is required for the Administrative Segment.
